Use the loadout system to make sure every shotgunner has at least 50 buckshot shells, probably 50 slugs in case someone really doesn't want to die, and hand them like 10 beanbags if you have prisoners to "calm". What kind of shotgun depends on the state of your war economy, but you should aim for Saigas or USAS-12's.
